No, that's not the 39 DDR. I really don't even see any legitimate doubling of any kind (maybe a small bit of MD on the L).

True double Monticello are so pronounced that they almost jump off the coin. If you see one you will never forget it.

I do see what you are referring to,that's due to Die deterioration/Die fatigue at VLDS.

Actually this is MD on that area of the coin. Here is how strong the 1939 DDR really is:
1939-P-Jefferson-Nickel-Double-Monticello-?
Your coin is actually showing reduction of the normal devices. The die was a normal die, but the die altered that device after the strike damaging the devices. It is called Machine Doubling. or MD for short. Many get confused by this.
