Hello everyone! I'm new to CCF, paper money and coin collecting. I was wondering if anyone would consider the Washington Dollar Bill an ink Error over his eye or could it just be common? Thank you for your help!

Is the paper undisturbed otherwise in that area?

From the photo it looks like that ink was't part of the original printing. Maybe a transfer from a teller stamp or something similar.

Thank you for the welcoming! I thought that as well, but when I highly magnify the area, the ink is in tact with the dots and spacing in between never received the same contact ink. Thus correlating with the original print. The ink is green as well.

Could be a stray drop/smear/transfer from the printing process I suppose. Regardless I don't think it would command much if any premium. What's the series?
