What would cause the circular rotation on the obverse?

And 2nd, could the raised metal in the light rays on the reverse be a die crack?

That is damage caused by a coin counter/wrapper machine or a vending machine.

The circular damage seen on the obverse was caused by the wrapping machine, that was an end coin.
The reverse does look like a die crack but in an odd position, can't tell for sure from the pic's glare.

On the reverse,it looks incuse so a ding or a struck through. Need better pic.

Thank you for the new pic.It is definitely a damage. it is a scratch where the metal has been pushed and lifted.
