This does not appear to be an RPM. There are no splits in the serifs. The vertical anomaly inside the mint mark appears to be moved metal from a hit on the bottom of the mint mark. This looks like Machine Doubling and moved metal

Looks like the inside part to a hit and the metal moved into the central area? I agree about the MD on the bottom of the mint mark.
