Gonna have to disagree with you on this one John. All the markers are there and there's obvious doubling under the 0 and horizontal bar of the 7. May not look exactly like the picture example on wexler's page but I'm quite confident it's a DDO

 I think that your magnification is a little to close. I feel that backing off just a little may help us see what you see

Nope. Clearly not 013, NO doubling shown inside of 0 or any other detail. Those linear dots mean nothing. On your 1/4 pix, doubling should be clear there, any closer you see "ghosts". Do see MD, slight north. The 9 split...notice the raggedness along the curve, that is Die Deterioration, die is stretching, pulling apart the device. A true hub doubling would have a clear line of separation, plus that would WIDEN (make bigger, increase size), ring a bell? Also, on 69's & 70's ALL mints had the common Floating Roof, if you follow the die pairings, it about 2:1, they kept reusing reverse dies about twice as long as obverse, just polishing more and more. They even used 69 reverses into 1970 runs frequently.  . Again, back off the mag, it will never tell you anything but what you want it too...but it ain't so. If you can't clearly see it at 15x MAXIMUM, then it ain't no DDO / DDR.

Your coin just has a slight amount of raising/or Machine Doubling on it. The One John Wexler has attributed, it raised from the surface of the coin. Note on the coins Chase007 posted, the area in question is raised and not flat. How can I fell? Note the color from light to dark on that area in question. If it were MD, it would be flat and the affect would not be present.

In many ways, the DDOs with bars above/below the 7 and/or extra bits of 0 inside/outside the 0 are easier to see as a doubled die with an 8X loupe than with a microscope. So if the OP is seeing double with a loupe and it is not Friday night at the Crazy Horse, it may just be a lighting issue with the scope pics. If I posted just the photo on the right would anyone call it a DDO? Yes, both pics are of the same WDDO-013 for comparison with OP coin.
