1995-P Lincoln Hub Doubling?

Would this be considered Hub Doubling at the "IN"?

I reviewed Wexler's Die Varieties for 1995 but I did not see it listed. I did read about Hub Doubling but I am not sure if this applies. Any thoughts? Thanks.

If you can zoom real close on that area on 'IN' maybe we might see some split plating on the area? I don't see it so far. But with just those two devices showing this, that maybe a possibility. Look to see if you can spot any gray color on the right side of those devices?

Does not look like split plating on the IN.

I did not see any split plating using 15X Magnification.

I did not see any gray discoloration either Coop.

Interesting though I'm not sure it could be hub doubling of the I and the N. Rotate the die to punch the I of IN that way and the secondary N would be situated toward the center of the coin

Did you try pushing down on that area with a toothpick? If might be gas bubbles?

I'm wondering if this could be a form of plate disturbance doubling PDD. Something trapped in between the plating and core caused it to move under pressure of strike. That or some weird Die Deterioration effect?

With the line on the 'N' longer, I wonder if it was a bit of die damage or a die gouge being it doesn't give with a toothpick.
