As a general rule, there are two types that buy gold coins. Collectors and gold investors. An investor won't pay a premium for paint, a collector won't go near a coin like that.
Curiousity/novelty collectors would pay for colorized silver, but that's about it.

Correct me if I am wrong. A good soak in acetone would remove the paint. So if you like the coin and price go for it.

Numismatic value aside that's one of the most counterfeited gold coins and that paint is covering up some of the tell tale signs of the fakes. Even a novelty collector should want to see that graded authentic first
