It kinda looks like it was painted with silver spray paint.

Old gimmick of dipping in silver paint to hide problems and make it "look new". Problem is there is no silver paint that looks like silver.

An acetone bath might help. Nothing to lose by giving it a try.

Certainly a good one to try acetone on even if it is for the first time. Just remember to do a final rinse with fresh acetone (preferably flowing) so whatever it is does not end up back on the coin as the acetone evaporates.
