What caused the Stress Marks in the Plating on the Reverse and Obverse?

There are other conditions of the VDB letters with possible Indentations around the Letters and extra Plating around the FG Letters.

Any thoughts?

I think there called Die flow lines. Not uncommon.

Under VDB on the obverse may be a die clash showing the first T in STATES of the reverse. Maybe...
