I wonder if it is counterfeit. The design looked so rough, and I've never seen an edge like that on a Mexican coin -- it looks like filing to reduce weight. 2.80 grams (heavy), 19 mm.

The early decimal coins are generally crude, the 5 and 10 centavos tend to be especially so. Your coin appears to be a fairly typical genuine piece.
