That's a beautiful example, I like it. Not the 83 DDR though from what I can see. The spread in UNUM is easy to see on the DDR.

Ok I thought the Lettering looked very bold on the reverse but apparently just the way it is... does this modern penny hold value in and of itself at a high grade or is more needed to make it grade worthy?

I compared it to the PCGS link and it may not be a DDR but it seems to look A LOT better than an example they graded a MS67+RD...?

I am not good at grading,but your coin IMHO is a MS65 at best.

Yes, it's worthy of saving. The vast majority of 1983 cents are completely undesirable to collectors. They are plagued with bubbles, black spots, hits and corrosion. Your coin is a beautiful example! Here's mine for reference:
