I found this nice looking 1989 penny. I'm thinking about using a free submission to PCGS, but it has pretty severe case of Die Deterioration.

The technical grade is not influenced by the strike or die state although it very strongly affects the eye appeal and value. This coin is not strong enough to be worth a TPG submission.

I agree that the technical grade is not affected by die wear. Problems do arise however.
It can be sometimes very difficult to distinguish die wear from actual wear on the coin itself, in EF and AU grades especially on the high points of the design.
With coins in MS grades, this problem is a little easier to resolve, because you can still look for mint luster on the high points. That mint luster is very sensitive to wear at those locations, and if the mint luster remains at those points, it is easier to determine the grade. A 10x or more powerful loupe is essential to do this sort of examination.
Poor pictures can make it virtually impossible to offer an accurate grading opinion, when looking at coins on a computer screen in this sort of situation, and especially so with coins in EF and AU grades.
All collectors prefer a coin struck with fresh dies, to an example struck with worn dies, unless there is some other issue that potentially affects the value.

True. Once the luster is gone, you have to look for additional clues to determine if it is wear, a weak strike, or a worn out die.

Just the roughness of the fopields precludes a higher grade than would be feasible. Why waste a $30 freebie on a $10 max coin?

Die state generally doesn't affect grading until you get into 66 and up grades. Then, it will only hurt it if the eye appeal is compromised. From what I can tell from one tiny picture, this coin is not worth sending to a TPG. I have not even sent my 1989 and it's probably multitudes better than yours.
