Something to do with your mint, we don't have that kind of effect on ours.
Well, since it issues off the edge serifs to the rim it may be nothing more than Die Deterioration, metal flowing outwards is that effect, called die flow lines when near the rim. Your details and dies may be made a bit different but the processes are the same.

Very very, common for 2001p
"Dipping" is not considered cleaning...

This appears on the almost all of the "volunteer" 10 cents. It's almost impossible to find one without the lines. A lot also have rim problems. Many of the 2001p quarters also suffer the same problem.
