To my eyes it looks like two different font 5s - a narrow over wide.

Much of that could be explained by two punches, one rotated and slightly offset on x and y axes from the other, but there are remaining details in the curved upper bar and vertical bar which aren't thereby described.

Yes, it's triple..... there are 4-5 in the Vicky series outside of the '59's that had distinct triples. The early Vickies took 2-4 whacks to make a full impression on the working die, each whack being hours, days or weeks apart. Before every whack the die was annealed(softened) and the punch hardened so it wouldn't wear down.
