I bought 5000 copper cents, and they all do not look proper. All of the 1963-D make up the majority of this bank bag and are not oxidized at all. Something is not right here. The weight is between 3.03 and 3.2. They are not scratched up and look MS-65 or better.

Sounds like you have a grouping of nice coins. I don't see anything unusual from the photo. Maybe show us individual coins that are questionable.

I think you just got a bunch of nice coins, no foul play. Maybe they were a collection dump.

I would go through and pick out the very best. Maybe you have some 66+ coins in there.

I would guess someone was searching OBW rolls of 1963-D cents looking for one of the doubled dies for that year.

Then sold them for Copper cents since 1963-D Lincoln cents in mint state condition aren't rare.

I purchased a jar of 1963P's a while back that looked quite the same, rolled out to 23 rolls. Mine didn't have any DDO / DDR. Yours may have some RPMs, are a few nicer high$ varieties to look for. Just a nice coin score. What's the pisser is when you venture on rolls for errors and get nothing but MS65+ coins...

Nothing strange. Looking though so many of the same date/mm really gives you a great chance to spot errors or super high grade. Enjoy the hunt.

Looks like a great batch of copper to me! Congrats on a clean bag - often we get bags filled with green slime (verdigris).

I bought several OBW rolls and got the same thing.

I think some of them are getting good at re-rolling those old rolls for resale.

I guess it all depends on how much you paid for this bag .You obviously thought you were going to receive 5,000 mixed date BN/RB copper cents . So you got a big surprise , I would TUBE the 63-D's up MS-63 and better ,keeping any 66's for yourself . Then sell them on E-Bay for a profit .
