I have looped thousands of cents and this is the first one I have ever seen. Not only is this cent virtually missing the back of his neck it also is missing all of the inner ear as most of the facial hair on the side of his face.

The die pair that struck this coin likely suffered a die clash. The mint personnel polished the die to remove the clash marks. Looks like they got carried away with the polishing or maybe it was just a deep clash. They removed the details in doing so.

Obverse strike seems a bit weak all around. Would like to see reverse. Thanks, Doug.
