It can't be a plated penny, unless somebody added it after the mint. The plating didn't start until 1982.

Can you take a look at the "razorbacks" post if you haven't already?
It has the same (but larger) chunk of copper missing in the same place.
Two of the coins hit in the same place; #2 without the "hit" on the 8?

Trying to think about it logically...

Are you talking about that silvery patch below the 8 in 1978? That patch below the 8 looks like a Struck Through Debris error.
