I can't see any scratch marks that would indicate cleaning, but this coin seems awful shiny for its age. Do you think it has been cleaned?

Yup.
"Dipping" is not considered cleaning...

There are nice and shiny '51 PL dollars but I don't think this is one.
Just my opinion, others may differ.
"Dipping" is not considered cleaning...

Many old coins are uncirculated, or what you call shiny. However, some have been circulated (worn) and cleaned to resemble uncirculated coins.
However, this coin is most likely cleaned.

Possibly cleaned .
Remember that there were lots of issues surrounding the striking of Dollar Coins in the early 1950s.
You will find Silver Dollars Of 1950 through 1952 with both somewhat satiny surfaces and some with a very chromelike appearance due to the use of heavily polished Dies.
There are numerous examples of true Prooflike coins made for collectors and of circulation strikes that appear Prooflike but are just business strikes from fresh Dies.

I would guess 'yes', but there is no way anyone can be positive based on that picture.

Agree that it's really a tough call from this pic. It could very well be simply a mishandled unc.
