The last 9 in the date is easiest to see. Thoughts?

On the reverse there is a strange raise spike below Lincoln's pedestal in the steps. Thoughts?

I have not seen a raised spot on the Memorial steps like this one before.

Does anyone have an idea what this is called or variety?

Raised spot is a first for me. Maybe a die dent. Date seems machine damage, but may suggest something more. Have you checked coppercoins? Thanks, Doug.

I checked 1959 all mints (8 pages) and found nothing even close to it.

I will keep looking on VV and other sites unless someone knows definitely what it is. Thanks.
