Looks like AU details with either a dip or an old cleaning that left the fields and surfaces washed out. I cannot comment on whether it is a proof or not because I'm not well equipped in that field.

AU-58, details, cleaned. Not a candidate for TPG. On the reverse the eagle's left wing tip is the easiest place to check for circulation. Notice that the first feather line below the tip has been blurred by very light circulation.

The 1903 quarter is a common date in the barber series. It looks to have au55-58 sharpness, but the coin does not appear to have any luster. I would grade it AU53 because of the great detail but lack of surface quality.
I see what you are saying about the hairlines, and your fourth picture captures that somewhat. Hard to see if that is what it looks like under a loupe, but if it looks like the 4th pic, I would say it is not cleaned. It just has a few hairline scratches that would be acceptable for both circulated and uncirculated coins. Cleaned coins have bunches of parallel lines that look like the coin has been wiped with a cloth or brush.
In terms of slabbing, I think the value is in the $100-150 range, so the coin is a little light to incur the grading expense. I would put it in an airtight holder and enjoy the very detailed and beautiful coin.

I too don't believe this coin was cleaned . Not a proof . A real nice AU-58 ,the hair line scratches I believe happened before being taken out of it's brief circulation or maybe mishandled by incompetent people who took it out . JMHO .

Agree high AU, but I'm on the fence about whether it was cleaned. Not a big fan in any event.

Looks a nice AU-58 to me. Mark on the neck is a bit heavy to me. Not a proof.

AU details, no luster due to cleaning, the scratches look like circulation rub, not wiping.
