SEIBU is a chain of dept. stores in Japan.

I think you will find that this particular "Seibu" has nothing to do with the department stores. This is a "pachinko token", used in Japanese gaming parlours. Pachinko is a peculiarly Japanese form of entertainment, best described as a cross between a Las Vegas style poker machine and a pinball machine; playing it requires a combination of luck and skill. Gambling for cash is illegal in Japan, so pachinko players win tokens, which are then exchanged for cash.
