It might be that. If so you should be able to push it down with a toothpick. If it doesn't give, then it might be a Feeder Finger Damage on the die? But I'm leaning more towards my last suggestion.

Thanks coop, I pushed down on it with "The Doctor's Brush Toothpick" (plastic toothpick) and no change.

It seems flat and the way it "crashes" through the "s" in "Pluribus" and continues on may be something else?
