Pix are too blurry to tell between a chip, a die crack or a die gouge. Leaning towards a gouge, the upper end isn't connected but isolated in the field and lower may not connect either.

Doesn't look like a Die Gouge. That looks more like a Die Chip. You can see how the metal is raised.

Probably a sliver of metal chipped away from the die. Left a void and now is raised on the fields of coin struck. Possibly the die was too brittle. Note how there is no die flow lines like you would expect on a later die state when chips form? Possibly the die didn't last long if that is the case.

Take some clearer pics but it looks l like a die break to me the second one is just a earlier stage of it I believe.

Something may have fallen on the die. It looks like two slivered chips may have came off the die.
(the field would be raised and the edge of the building would be lower into the die and not affected) So it may have chipped off a couple of metal slivers.
