@Cdywgnr87, first welcome to CCF. Second, that golden coloration is most likely toning, but could be that someone plated this coin. A better pic (well lit, in focus, and cropped) of both the front and back of the coin might help. Either way, it is only worth face value, but save it if you like the color.

Ok yes the weight should be 3.11 g and the tolerance is 0.13 g http://goccf.com/t/280621#2382424) so the lowest value should be 2.98 g. I don't see much for wear on this coin, although there does appear to have been some grease in the rev die.

How accurate is your scale? Could it be reading a couple tenths of a gram too light? Maybe check with another cent to confirm that your zero hasn't wandered a little bit. If your scale checks out, then someone with more knowledge here on CCF is going to have to help, because I'm out of ideas.

Is it any thinner than the '78 that weighs correctly?

I'm thinking planchet punched from rolled thin stock. Reverse weakness seen opposite the bust can be a result of the light weight planchet.

Note the bust is a resource hog and pending applied strike pressure can leave weakness opposite of it on a normal weight coin. Thanks, Doug.
