Rim looks full so not a weak strike. Over polished dies/grease.

It has a die crack in that area so that would make it look damaged.

Also VLDS die state. Full strike, but the die was in poor shape. Note how thin/flat looking the columns are. Statue has been polished away. Probably retired soon after your coin was struck. No premium for this.
