The 1982 cores were 100% zinc, they added that trace of copper to the core starting in 1983 to improve the bonding of the copper plating to the core.

Wow, I was at a loss for explaining that one. Have to say that in my 50 years I've never seen a penny do that , or rather,look like that. Thank you for all the input.
