As I stated with your 1859, it can be difficult applying modern grading standards to coins that were struck with primitive and/or worn dies, presses, et cetera.
In this case, it appears to my eye that the flan was flawed to begin with, and I'm not sure that a grading service wouldn't somehow consider that to be "damage"....
That said, I'd probably again be leaning toward the VF range on it.
The flan was definitely messed up pre-striking. There is legitimate wear on the central portions of both the obv. & rev. I'm leaning towards a fine with the flan imperfections listed.
