There are collectors who will never own one in decent grade who want one so badly that they are willing to accept a damaged coin.

It may only be certified by a lesser tier TPG, Zbut ICG makes less "mistakes" than the big boys. At least you know beyond a doubt it is genuine.

For flowing hair silver the price looks fair to me.

I could see myself buying that. Sometimes a coin is beautiful just because it's so ugly. Just imagine the stories it could tell! Definitely a lot of history sitting there in that small slab of metal.

To me, a coin like that can actually be more desirable than a BU version. First, it's affordable. But more important, it's clearly been out and about and handled by common folk: a "coin of the people," if you will. I find it much more interesting than a BU that has only been socked away in the desk drawer in the den of rich people who lift their pinkies when they're drinking their afternoon teas.
