Coin Wrapping Machine fingers hit the last number and moved the metal - semi-common occurrence. Probably was a 9

Yep, as Mark said, it is PMD (Post Mint Damage) caused by Coin Wrapping Machine fingers. That's why some coins have a perfect circle scratch and some of the letters pushed in.

Oh yeah - good point - still a 9 but just in a different shape - LOL!!

Did ya ever jump off a 40 foot hill just a touch too fast on your Honda CR250? You still have legs but they are really in different positions - LOL!! That didn't hurt till they started to reset the bone positions!

Looks more like an '8' to me. The loop is too small to be a 9.
It reminds me of my Lincoln dime:

It is an '8'. Note the upper loop is smaller than the lower loop. The bottom loop was moved/altered. When you look at the base of where it was, note you can still see the wide outline of the lower 8.
