What's the consensus on what's happened to this coin... unlike any other damaged coins I've come across... if you were to see the coin in person it has this odd shiny foil appearance to it!?

Maybe plated by someone in their kitchen sink in an effort to "improve" a well-worn and corroded '43 D cent?

It appears to have been crudely "reprocessed". That means someone took a worn coin and replated it to look shiny. The original coin looks to have had some pitting from rust, as well.

A reprocessed cent found in the parking lot by a public beach. Sand imprints from being run over. Come on fellas, that one was easy!

Crazy - you forgot that it was picked up by a pelican and dropped on the front step of the person who improved it.

It probably was a rusty steel cent, and it was re-plated without removing the rust.
