Resealed Ram Mint Bags?

Over the weekend I caught up with a relative and was shown the attached RAM coin bag. This bag contains 5 Remembrance Day 2 dollar coins from 2017.
Upon closer inspection I noted that the poly bag in which the coins were enclosed had been damaged (see blue arrows) and then apparently been resealed (along the line indicated by the red arrows).
I was assured that the bag had not been tampered with since its purchase.
I wonder if this "resealing" of the bag was performed by the RAM? Maybe they are economising in these "frugal financial times"?
If so is this a common occurrence?

I don't think the last few I saw had anything like that, but if they get a few damaged during packaging maybe it's easier get out a heat-sealer and fix it up then to throw them back for another run.
