1971 Quarter Error...double Die On Reverse

I have included a picture of a 1971 Double Die error for comparison and I am asking for your opinions. Is this a double die error? Report this Post to the Staff

Wexler has one listing that shows a 1971 25¢ WMHR-001 Master Hub Doubling Also one very strong doubled die. http://doubleddie.com/2019558.html But I'm not seeing doubled die on your coin. Sorry.
