Not a stupid question at all. "They" absolutely have gold-plated cents as well as all other denominations of US coins. "They" do it as a marketing gimmick to sell coins worth exactly $0.01 for hundreds or thousands of times face value. "They" know that some folks will ante up big money for a coin because it has a good story and is shiny.

By the way, "they" is not the US mint...
