Looking at pictures of other 1831 pennies (probably something I should've done first), I now apprehend it's indeed supposed to be a third colon. I think what threw me was how far from circular these are, their somewhat excessive distance from "F" as well, and of course that anomalous third dot. Certainly still something amiss with the die at this stage.
