1997 P Dime With Possible Strike Error?

I found this one recently, that quarter made me look closer at it. It is slightly off center on both sides and this part is missing the rim on both sides (I have them circled). Also the reeding is missing on the top 40% of the coin. Opposite of the off center part. Any thoughts? Is this a keeper?

Maybe a broken collar or damaged collar error?

Scroll down and see if anything matches. It might be a stiff collar error. Also check the edge for cracks.
