This coin has been repaired, tooled, and polished. Not sure what your question is exactly.

Look at the hair, and then look for the eagles head, I lost it on that! The edges look like a mounting was removed and repaired and the thing went under a wire brush before the buffing wheel. Looks like ALL obverse details were altered, sharpened including the date...then, is the coin the match to the slab! And for the buyer of this one:

I agree. Coin has been used and abused. Actually when I scrolled over the price I thought it was a steal. Then I realized it's an auction with 6 days remaining. I bet it sells for $900.

My question was/is.... what is meant by "repaired and tooled?" What exactly have they done to this coin? What kind of repairs have been done? And what does it mean to "tool" a coin? (I know what polished means.  )

Tooling means accentuating details of a coin using some kind of "tool", whether hand or power.

Exactly, Coinfrog. Most likely, the tooling was done to give the bust more detail, so it would have better eye appeal. To repair a coin means to repair a dent or hole in it.

(Note to staff: I didn't include the year/mm/denomination in the original title because it wasn't important to my question. My question simply was what does it mean to repair and tool. Adding that other information to the title made my post confusing--hence all the people who didn't understand what I was asking.)

To me, it actually made the title doubly confusing, because until I saw the ebay listing I thought the title referred to a half dime rather than a half dollar.
