What you have there is either a die chip or a plating bubble, I can't tell from the pictures.
A Cud must be connected to the rim.

looks like the lower section of the 8 is a die chip. As mentioned above, Cuds are associated/connected to the rim.

Hard to tell but the 8 seems to be filled in the lowere loop -
so yes the post broke off and thus a die chip!
