That's a high relief obverse, PL was low relief obverse only.
MS63 Coins of the day were shipped from the mint in bags, not rolls as today,bag marks are not a sign of wear but do affect the grade of a mintstate coin.
"Dipping" is not considered cleaning... -from PCGS website

Regular High Relief Business Strike Coin. The known PL coins are all Low Relief.
