Try soaking that over night in acetone then check it. It doesn't look like anything but damage really.

I'm not seeing any sort of lamination flaws.

Check to see if it is glue. (it would be raised above the field if that is the case)
If it is incuse (sunk into the coin) then it might be a struck through debris issue.
But the color looks hazy in that area. So I'm leaning toward glue so far.
