Okay so my first question(picture as well); I am assuming that these notes are not errors and this is fairly common to have a bit of +/- in any direction, but how far is considered an error?

Second question is on the second picture, the left is a series 2013 and right side is series 2009, the reverse plates numbers are very different in size and only 4 bills out of 50 were small. Is this common? I couldn't locate an answer for this.

For your first question, generally part of the printing needs to be missing for it to be considered an error. I'm not sure I understand your second question.

My second question was regarding the plate number and it's size on the reverse...if you look at the I tire you can see that there are two different sizes.

I've been told that DC and Ft.Worth have different back plate sizes, with DC being the smaller of the two.
