I'm guessing it is "notgeld" or unofficial money minted during a time of crisis.

No date, no monetary unit, no governmental authority indicated, just that rather generic if Germanic eagle. A stretch even for a notgeld issue. I think it might be out of a set of child's play money.

Not counterfeit, but a counter for counting things. See https://en.wikipedia.org/wiki/Jeton for a decent introduction to older counters.
