Not sure what to think about this coin. Maybe someone has some input. Assuming just wear but not normal

Without the damage, it would normally grade out around EF-45, but it looks like someone tried to polish down Jefferson's head... would need more pics to tell for sure what's going on.

Definitely wear and I agree with @john77 that it could be purposeful. One other possibility is that it was mounted in a one-sided bezel of some sort such that only the obv was exposed to wear.
