I decided to put it under the scope to nail the diagnostic: it is, in fact, the accented hair. The bottom serif of the I in LIBERTY is, in fact, broken/missing, something that was hard to tell. Photography is not the best through cello but...in hand the hair above the ear is fully struck up and well defined just like the PCGS photographs. It'll be heading off to PCGS or NGC in March with a large batch. The quarter from the set..
