The marks on the edge seem incused. If so would indicate contact on the coins edge was made after strike. If raised like the example, could indicate a break.

Diameter should be 19 millimeters after strike. A broken or worn collar can allow more expansion. The result can be very subtle on an ageing (worn) collar compared to being more abrupt with collar breaks. Thanks, Doug.

I was hoping for a Partial collar look:

The edge of the coin was not in the correctly. This will leave a raised are that was not formed because of was not full in the collar.
But if it doesn't look like this, then it is probably just a MAD coin. (Mis-Aligned-Die)
