It's kind of hard to tell from the picture provided, but it looks more like a well placed hit (Post Mint Damage) rather than an error.

If it were a hub issue, then all the other digits would be affected. Just a contact mark. It is incuse on the coin, then it is usually damage.

I'll be the wild one and say that there are 2009 cents with single finger doubling. A "much" better pic would be needed to see if this is a new finger issue.
