The outer rim, especially on the bottom photo (reverse)... the missing layer? Damage at the mint, or post mint, in your opi9nion?

looks intentionally scraped on a concrete floor, PMD don't happen at mint.

PMD doesn't happen at the Mint, but improper coating does. Side of coin doesn't look scraped at all. Not certain how that narrow face would be scraped and nearby areas are not.

It somewhat resembles an early stage of a Dryer Coin.

@ML, is your coin actually inside of a two-sided bezel or ring of some sort? It is a little hard to tell from your pics, but it kind looks to me like the outer rim (that is flat and of a lighter color) is not part of the penny at all.

The rim is extended from the rest of the coin. If someone just put it face down on concrete and started dragging it around, that would cause the rim to lose it's plating. The rest of the coin wouldn't be scraped because no other part of the relief extends over the rim.
