Wexler's 1966 DDO is on a coin from a special Mint set. Your coin looks like Die Deterioration Doubling.

Obverse die is in a different state than reverse die.

I don't know about special mint. The dies get changed out at different times,they may change the obverse and not the reverse at the same time. Seldom do both dies get changed at the same time.

I know that in 1965-66-67 they made SMS to take the place of proof sets. You coin looks like a business strike to me.
