I bought a Morgan dollar from the same guy I think. Are all his coins altered? Now I am worried.

looks like it has no luster but it could be the lighting or photography.

I think your photos are leading to some incorrect grading conclusions. Try putting it under some light so that we can see the luster if there is any.
