I bought a Morgan dollar from the same guy I think. Are all his coins altered? Now I am worried.

No, not all his coins are dipped, but quite a few are. Check feedback.

I think your photos are leading to some incorrect grading conclusions. Try putting it under some light so that we can see the luster if there is any.
