The images make it difficult to tell if the coin is cleaned. I would trust PCGS and not purchase this coin if you are looking for a specimen with original surfaces.

EDIT: I zoomed in to the images for a better view of the coin. The coin seems to be lacking luster. Looks cleaned.

The lack of mint lustre is a huge clue that this coin has been dipped to death in either Jewel Lustre (or something similar).

I agree with PCGS's assessment.

The surface is chalky white that is indicative of an overdipped coin. The acid in the dipping solution has removed most of the luster in the coin.
