Found this today and am wondering if it's a true double die? The numerals 9 and 8 appear to be doubled.

Nope, not a Doubled Die. It is Die Deterioration Doubling on the date, caused by worn out die. Please look and review these links. http://doubleddie.com/58222.html and http://doubleddie.com/144843.html
